Antique Bisque Figurine with Shepherds Hook 7"

Looks like a bisque German piece. 

Shepherd boy with a shepherd's hook in hand. He has blond hair. Marked with number 32 on the bottom. His hat looks like it is separating (maybe from age). See photo. Shepherd boy stands 7" tall. We obtained this item from an estate sale among many other antique figurines.
